The Center for Security and Emerging Technology (CSET) at Georgetown’s Walsh School of Foreign Service is a research organisation focused on studying the security impacts of emerging technologies, supporting academic work in security and technology studies, and delivering non-partisan analysis to the policy community. CSET aims to prepare a generation of policymakers, analysts, and diplomats to address the challenges and opportunities of emerging technologies. Established in January 2019, CSET focuses on the implications of progress in AI and advanced computing.

Activities

CSET undertakes policy research and publications related to AI issues in the foreign affairs setting, such as Recommendations on Export Controls for Artificial Intelligence, Agile Alliances: How the United States and Its Allies Can Deliver a Democratic Way of AI, and The Question of Comparative Advantage in Artificial Intelligence. In AI Safety, Security, and Stability Among Great Powers: Options, Challenges, and Lessons Learned for Pragmatic Engagement, CSET outlines a series of recommendations for countries to facilitate international cooperation on enhancing the safety and security of AI systems in military affairs as a way to ‘reduce the risks of accident and strategic miscalculations among great powers’. Some of the recommendations are: to develop common definitions and a shared understanding of the core concepts of AI safety and security, including AI in military affairs; facilitate academic exchanges and research collaborations on concrete problems in AI safety and related security concerns; develop common standards and shared methodologies of testing, evaluating, verifying, and validating systems for AI products and systems, including in such global industries as healthcare and autonomous driving; and, integrate AI safety and security concerns into existing strategic dialogues on cybersecurity, nuclear issues, and strategic stability.

CSET also runs an AI Policy Observatory, which follows the latest policy developments in the field of AI.
